Mesh using PSP9

PSP8 will work the same.

Open a new image the size you want, I used 600x600 as it divides out perfectly to 8x10 and 12x12

Condensed Version
Make horiziontal lines/Duplicate/Rotate lines 90/Add Drop Shadow to vertical lines /Use warp brush to distort lines on vertical lines/Merge Visable/Colorize/Save As Png 
 
(I have customized psp, so there are things on my menu that may not be on yours) Don't panic, as I will direct you from the menus.
1.... Select the  draw tool, (yours is probably on the left of your screen)Select  free hand. Uncheck connect segments. I used a width of 3
2.... Select the colors you want to use.
If you want to colorize it latter you can use "gamma correction" (adjust/brightness contrast)  to lighten and darken as long as you have not used a very light color or a very dark color.
3.... Drew horiziontal lines freehand
4.... Right click on the layers palette and "convert layers to rastner"
5.... Right click on the layers palette and "duplicate"
6....  Image/Rotate/FreeRotate/Uncheck all layers/check left/check 90
7.... Add Drop Shadow to Vertical Layer Only
8.... Vertical 2, Horiziontal2, Opacity 100, Blur10
 
9... Apply Warp Brush to vertical layer only, for a little blend . The warp brush is on the menu under the paint brush.
 
 
10.. Choose the Settings
  I used size 201(large size gave soft curves smaller will give sharper curves) /hardness 0/Strength/100. The last three settings are Warparound/Medium/ and Best Quality.  Change settings to get different effects on your mesh.
 
11.... Right Click on the layer palette and select Merge Visable
 
 
12... Colorize
 
 
... "Save as" png
